IIS load balancing degrades redundancy

Just a bit more detail on that, I was testing by taking down a server. Results:
Disable Dev01: Greeted with the default IIS welcome screen
Disable Dev02: Half the page does not load, including the CSS

Environment Details:
IIS
ASPNET
Angular client

Has anyone ever experience this type of situation wherein dropping a server causes the web site to no longer work?
